biggest solar power plant in the world. It will cost $2.2 billion and provide
electricity for 140,000 homes. It is a unique project, as there are only a few

supporters and opponents of such plants: the supporters think it is a good way
to produce a lot of high-quality energy. The opponents think it is risky since
some companies, such as Soyndra, have gone bankrupt, despite getting a loan
from the U.S. government. Therefore, critics say that the costs are
